I’ve only ever had a phone, no computer, but I got an iPad as soon as iOS could manage split screen - so useful for looking up vocab while watching videos, video calling etc. But Pleco on iPad & phone won’t synch!! I have words on each device that are not in my self created custom decks on the other device. So I’m taking this opportunity to make sure some recently added words are in both devices, a manual “synch”... The process involves looking at the words numerous times and I’m writing them by hand as well. 40 word and phrases, 107 characters for this session. I know I always *way* underestimate time spent...

An iPad can do split screen. However the Skritter App is only in portrait mode and the second screen overlaps, hiding part of it. One can also do split-screen on an Android phone, like Skritter and Pleco, but it's too small for practical purposes.

Yes, Pleco needs to be manually sync to different devices. I just leave it as it is on each device, having their own libraries of flashcards and files.
